Resident
Resident vouchers are allocated to persons residing in a property within the boundaries of a permit parking scheme. They have been introduced to supplement the existing Annual Residents' Visitor Permit where residents are receiving more that one vistor vehicle at a time.
The vouchers are only valid in 'permit holders only' restrictions; they are not valid in a pay and display parking space, even if it includes an exemption for permit holders.
The scratchcard vouchers are specific to the zone where your property is located. Many of the Authority's Parking Permit Schemes only apply on certain days and/or certain times of the day - the vouchers are only required during the hours that the restriction is in operation.
Each voucher will enable the driver to park for a maximum of 3 hours. If you intend to stay longer than 3 hours then you can display a second voucher to start when the other voucher expires. Vouchers can only be purchased in sheets of 5 scratchcards. Details will be scratched off to show the relevant day, month, date and time of arrival.
A resident may apply to the council for vouchers on condition that they reside in a property that is eligible for a parking permit.
Permits are not required for motorcycles.

Tradesman vouchers are allocated to those persons working at a property, land or on the highway within the boundaries of a permit parking scheme. The scratchcard vouchers are not valid in a pay and display parking space, even if it includes an exemption for permit holders.

Bed and Breakfasts/Hotels
Bed and Breakfast/Hotel vouchers can be purchased by the owners of the establishment to distribute to their guests to enable them to park within the permit parking zone. They are not to be used by staff working within the establishment.

The owner or proprietor of the B&B/hotel may apply to the council for vouchers on condition that:
- the property they own is within the area eligible for a parking permit; and
- the property is registered to operate as a bed and breakfast or hotel establishment.
